On Sept. 17, 1787, in Philadelphia, the delegates to the Constitutional Convention met for the final time to sign the Constitution, which spells out our rights as U.S. citizens. While federal law requires public schools to observe that day, studies show that up to 90 percent of schools ignore the law.
