– Signs a Separate Order on Vaccination, Testing –

JULY 12, 2021 — Governor John Carney today signed an order that lifts the COVID-19 State of Emergency effective at 12:01 a.m. on Tuesday, July 13.
The governor first issued his State of Emergency declaration on March 13, 2020 in reaction to the appearance of COVID-19 in Delaware.
Also on Monday, Governor Carney signed a narrower Public Health Emergency order to allow the State of Delaware and medical providers to continue COVID-19 vaccination and testing programs. Monday’s order authorizes the Division of Public Health (DPH) to direct COVID-19 vaccination, treatment and mitigation measures to contain the spread of the virus. It also continues to guarantee the free, universal availability of the vaccine to all Delawareans.
The governor’s office issued new guidance to executive branch agencies on Friday regarding the resumption of normal operations. Employees began returning to the workplace in a phased approach in May, with the goal that all workers (except those with approved telecommuting agreements) would be back on the job by September 3.
